Meet Sam Hem

Sam Hem is a proud Everett resident, respected labor leader, and a passionate advocate for the people who keep our city running—from the job-site to our neighborhood streets.


With decades of experience in organized labor and workforce development, Sam has dedicated his life to ensuring working families have their voices heard. As Assistant Regional Manager for Sheet Metal Workers Local 66 and President of the Seattle Building & Construction Trades Council, he’s built coalitions, negotiated on behalf of thousands of workers, expanded apprenticeship opportunities, and built partnerships that prioritize economic growth, equity, and community well-being, supporting families across Washington State.

Sam made Everett home five years ago, drawn to its sense of grit, growth, and possibility. Service isn't just part of Sam’s profession—it’s a core value that defines his life. Together, Sam and his wife share a blended family of six grown children—many of whom contributes to Everett through meaningful work in public safety, local nonprofits, and the skilled trades. For Sam, public service is personal. It’s about rolling up your sleeves, doing the work, and showing up for your community, every single day.

  • Champions policies that increase affordable housing options and support services for the homeless, ensuring that every Everett resident has access to safe and stable housing.


  • Supports a well-equipped Everett Police Department, paired with greater community involvement and proactive solutions that prevent crime before it starts. From mental health response teams to neighborhood outreach and youth engagement, Sam will prioritize strategies that strengthen the bond between EPD and the community.

  • Advocates for fair labor standards, support for local businesses, and job training programs that equip residents with skills for sustainable employment.

  • Leads efforts to expand access to high-quality education and affordable childcare—because every Everett family deserves the support and opportunity to thrive.

  • Dedicated to fostering open, two-way communication with residents—ensuring decisions made at City Hall reflect the real needs of our community and are made with full transparency, accountability, and integrity.
